Bill 140 is galloping into your Neighborhood by January 2014. Bill 140 comes with all sorts of warnings, caveats and hefty fines. Phonetically Designed as a supplement for the affordable housing act. It may in reality be a horse of many colours. Succinctly all home`s post 1995 construction with a nanny suite,in-law suite have been effectively and matter of factly deemed illegal! Those secondary units built prior to 1995 will have to prove their structural, electrical and footprint integrity and be levied a $500 annual registration fee. The cost of retrofitting nonconforming units will by any estimate be colossal.
Those home owners with a 2nd unit that are unwilling to comply to these new draconian inspection oriented by-laws. Will face fines ranging from $25,000 to $100,000 for non compliance.
Who and how this opaque but Mammoth task will be handled by the municipalities remains for the moment a dubious point. Will this require additional staffing at City Hall, will this be sub-contracted to private firms(soon to be a booming growth industry). This remains to be determined.
The theoretical pretext is enhanced safety for tenants, augmented value for conforming home owners, increased density to compliment the transport supportive development plan. There was an often quoted Scottish poet that stated “the best laid schemes “o`mice an men gang aft agley”. To be a tad more provincial,” be careful what you wish for”. This will be a most difficult row to hoe in the effort to reduce our $15,000,000,000 provincial deficit.
Home owners every description should be concerned. Watch for the TV, radio and the plethora of other adds that will herald the implementation of this Bill of Many Colours. If it can Happen in OZ, be assured it can happen here. Ask questions, read the bill because this is an extremely well crafted and dressed Houdini.
The legality of gerrymandering a by-law which superseded the land lord and tenant act, common law are but a few of many, that remain unanswered. Council stresses intensification doesn’t mean density:
Intensification does not mean excessive densities.
That point was made repeatedly by Caledon councillors Tuesday as they were updated on the Town’s intensification strategy. They want to make sure the public understands too “We’re talking about densities in keeping with the communities,” was the way Mayor Marolyn Morrison summed up the discussion.
